[Bug 4991] Relative Date String from xarLocaleFormatDate()

Subject changed from "xarLocaleFormatDate new format for years".

Format of result should reflect the delta between now and the give date. If
greater than a year the year of the given date should be in return. This has to
be widened for deltas of hour, day, week and month. Larger deltas should skip
time information.
