send a not modified header 304 if the derivative image hasn't changed
remove full path info from fileId encoded derivative images
add extension to shorturl for derivative images

Steps to Reproduce:
1.use the images module / resized images

Actual Results:  
derivative images aren't cached in the browser

Expected Results:  
derivative images should be cached if they haven't changed
