I would say the existing functionality is *probably* correct in the majority of
cases.
It is most useful when entering a large number of categories in one go.
However, by returning to the category that was just created, there is then the
opportunity to provide buttons for adding further categories, perhaps "first
child", "last child", "next siblig". That way a single mouse click is
sufficient to add a new category immediately after the one just created,
without having to select the position from a drop-down list, at the expense of
the presentation of an additional screen.
Perhaps better would be a persistent drop-down list on the new/modify form to
select what to do next, after the category has been added or modified - whether
to create another category immediately before it, or return back to the list.
