[Bug 1559] Being able to translate default pubtypes and categories

Typically users don't download the language pack on trying out xaraya. Installing Articles during the initial setup would miss the translations for pubtypes. We need to check on step 8 'Confirm Configuration' if the language pack for the chooses locale is present. If not, a notice should be shown that some modules use localized data on install which misses currently. A button 'Download & Install' language pack is best solution.
