Limit negative dates only on WIN with PHP < .5.1.0

Windows XP with PHP 5.2 allows negative datetime values. So we should simply
allow them. 

Instead of returning an empty string on older Win+PHP systems I favour to
return a string like "unix-1234546". The format is of course uncommon but it is
a valid date.
