[Bug 6341] Entity &xar-url; needs invalid characters in parameters

Suggestion from IRC for forth parameter is now:

a) A single string without colons is taken as name of an array with argument
value pairs as in xarModURL. This mimics the old behaviour.

b) A string with at least one colon is separated at the colon(s) to get the
argument name(s) and the corresponding values. 

First draft for b) by Dracos:
> I suggest formatting args as arg1:value::arg2:value
> - is our separator, and . and _ could appear in names and/or value
