[Bug 3628] "Properties" column in modules list view is extraneous

This solution is not one to the bug I posted.

The bug I posted is the fact that the 'properties' column uses the
admin_capabale and user_capable fields to turn menu items on and off when these
fields were intended for other 'module system' use.

The solution I advocate still, is to remove the Properties column completely,
and the functionality there, and implement it differently in terms of menuing
by taking advantage of the xaraya block system and template overrides to
provide a suitable solution. This provides a less cluttered interface in the
modules listing as a secondary feature of the fix.

To do this is easy, but apparently unwanted here. I've implemented in my own
branch so feel free to close this if you disagree with the bug.
