[Bug 3628] "Properties" column in modules list view is extraneous

The UI of modifyproperties currently only shows checkboxes for admin/user menus
when applicable.  The code (which has only ever been functionally modified
once) delves into hooks as well, however updateproperties does not.

Therefore, it seems to me that Properties and Hooks are UI bloat.  I propose
merging the hooks screen into properties and moving the resulting "modify
properties" link (which qualifies as an action) into the Actions column as
necessary, and remove both Hooks and Properties columns.

And once again, if you have a solution, push it or submit a patch, otherwise
don't mention it.
