[Bug 3628] "Properties" column in modules list view is extraneous

Dracos - can you not understand anything ?

I will explain again:

The bug is that the Properties column with the on/off switch is erroneous. It
is in error and should not be there or anywhere else. The on off switch uses
the admin_capable and user_capable fields of the modules table to perform menu
actions and should not be used for this purposed.

My fix is to remove it and not reinstate it elsewhere. 

Until this is removed, then other bugs relying on it's removal will not be able
to be fixed.

Is that clear enough?

As this properties 'feature' was not mine put in in the first place, it is not
up to me to decide to take it out. I've provide my solution - now you take it
or leave it.
