[Bug 3628] "Properties" column in modules list view is extraneous

In relation to comment #12:

Yes, it is an 'easy' fix for on/off switch but an incorrect one. The 2 fields
used are not intended to be changeable 'switches' for menus.

The 2 fields are part of module system data in the xarversion.php file that are
used for different purpose than menu item switching. Using these fields for
double purpose leads to problems  and one of these is evident in bug 2580. The
updating of data in the xarversion.php file will overwrite any admin and user
capable values.

Otherwise, i'd close this bug as i logged it, and open a new one that addresses
the other UI problems. The dependent bug at 2580 would also have to be
unresolved if a decision is made to close this without removing the properties
functionality.
