I've never liked the "admin dashboard" concept b/c I don't think the UI should
create the expectation that every theme is going to have two options for an
admin UI.  Some themes only have one, because they are lacking a dashboard.xt. 

And I'd say it's best to not present two options for an admin UI within the
same theme.  

Xaraya could go the way of drupal and provide a config option to select a
different installed theme to use as the admin theme.  This would perhaps
facilitate development and distribution of stand-alone admin themes.  

All the existing admin-related config options seem unnecessary to me with the
possible exception of the checkbox for "InPage admin submenus."  Seems like
that one should go in the base module.
