[Bug 5443] File description field

Working implementation

This patch adds text box which stores for description. This value is stored in
extrainfo['description'] (array extrainfo itself is stored in attribute
xar_extrainfo in xar_file_entry table).

Value description has unlimited size.

I'm thinking about implementation, where user could choose property type (not
sure whether allow just these: Static Text, Text Box, Small Text Area, Medium
Text Area, Large Text Area and TinyMCE GUI Editor if available). This could be
either defined globally in admin's modify config or allowed to set it by user
for individual uploaded file. In this case there would be stored value ID of
property type.
