[Bug 6387] colon in block title causes error in some roles

Block titles get used in privilege strings during checks, just as article
titles do, as referenced in the first comment on bug 1990.  Potentially any
user-sourced string used in a privilege check which contains a colon can cause
this error.  This is a dupe of that bug, not a dependency.
