[Bug 5274] Installation failure with message: xarCore_getSystemVar: Unknown system variable: Exception.EnablePHPErrorHandler

Thanks to BadRomeo over in the IRC #support channel having the misfortune to
happen upon the same error, we were able to determine this can be caused by
server permissions. chmod'ing config.system.php to 660 was enough to resolve it
in BadRomeos case. 

Just thought I'd mention it in case anyone comes across this in the future :)
