I think there's a possibility that it wasn't intentional.  I've used 
phpwebhosting for 2 1/2 years and have had a few problems with my site. 
  Hasn't happened in nearly a year, but I think sometimes they get bored 
and play with settings :)  Only once have I had a problem logging in to 
the Control Panel, and it was fixed in day.  If you can't use the 
control panel try emailing them at support-P5gyvZSxNWSrN/MWgto1swC/[email protected], although 
it's unfortunate that this happened close to the weekend as they seem to 
not have a lot of manning on the weekends.  If you do decide to change 
hosts and find a really good deal please post it, I may be interested.
