Reopen bug report?

Hi,

just would like to know, is it permissible for non dev like me to reopen a
closed bug? Ive reopened a bug... but then I was thinking that maybe thats
not how Xaraya Dev Team work. Maybe only dev team members are allowed to
reopen a closed bug.

I dont mind opening a new bug if its not appropriate for me to reopen. Its
just that I need to know whats the standing rules here. Thanks
