Our Bug tracking system and our use of it is explained in the document
linked above.

If any particular option isn't clear in that document please let me know and
I'll try to explain it in more detail.

But yes as jo and marcel said - reopen any bug that you think isn't fixed.
Although if the bug was closed as LATER then there really isn't all that
much point in reopening it as the dev involved has showed they aren't
inclined to do anything about it right now. Some common sense is needed -
thats all :-)
