Nah, its the same. The machines which carry this chip have a 
proprietary driver, which sets the chip to NTSC, which is somewhat Ok 
for output, cos most TVs nowadays can handle it. But for input, that 
kinda sucks.  So, in essence what we need is (foremost) a piece of 
documentation that switches that chip into PAL mode. We probably need 
a whole lot more than that, but it would be a good start already.

So, a patch to be run over the binary driver would also be good ;-)
