Appointments for QA managers

The PMC would like to appoint Hb and Pev as QA managers, sincerely hope 
they will accept this position.

Hb has recently put considerable effort into getting Bugzilla sorted
out, and has expressed interest in maintaining it.

Pev manages Bugzilla for his day job.

With these dedicated and capable individuals in charge of our quality
assurance, Xaraya is sure to have better and more stable releases
going forward.

The PMC looks forward to the opportunity to make more appointments as
people step forward to do what needs to be done.
