Proposal: Communications policy

During the election the past few weeks, it has become apparent that
cross posting to both the xaraya.com forums and the devel mail list is
a cumbersome practice which can potentially exclude various community
members from discussions, depending on their personal habits or
preferences.  The PMC would like to reduce/eliminate this by enacting
the following communications policy:

1.  Web Site

The Xaraya web site will be the primary communications medium for all
community members.  The PMC will disseminate proposals, announcements,
and other messages via the site's various features.  Community members
are highly encouraged to do likewise.

2.  Mail Lists

The various xaraya mail lists will be reduced in number, usage and
preference over time.  The community is encouraged, from this point
onward, to direct mail list traffic to corresponding areas of the web
site instead.  During a transition period of 30 days, the PMC will
post links in the devel list to the equivalent forum topics, and the
community is encouraged to do likewise.

3.  IRC

As a "live" medium, usage of IRC will be limited to user support,
informal discussion, brainstorming, and off topic chat.  Discussions
which begin on IRC and deserve input from people who are not present
at the time should be continued on the web site.  Final decision on
any topic should not be made in IRC unless a reasonable portion of
interested parties are present, or the topic has been promoted to a
less time-sensitive medium for wider comment.

4.  Private Communications

Community members who wish to privately contact the PMC are encouraged
to do so via the web site's sitecontact feature, or via the private
messages module.  The [email protected] mail list will remain open
for incoming messages, and will be checked often.
