I would still like to oversee IEvents and jQuery modules.

Submitting policy: suck it and see. Let's see how it goes. We can undo, fork,
redo, whatever as necessary.

For jQuery, I would suggest starting again with something a little closer the
core. Obviously the right balance needs to be reached wrt simplicity, ease of
use, and locking the core into one specific library.

To help with performance, a method of combining and caching javascript and CSS
sripts together would be a big performance boost. None of the modules or core
needs changing to support that - only the way the links are added to the header
of the page.
