Some notes to this statement (no good english but hopefully comprehendible)

First: there is no correct link to the code of conduct

Second: "you say, there has been some speculation about". My question: where
I can read this?

You say, pmc welcomes constructive critisism. My question: Is here some
critisism, which is not constructive? And are here users or developers, you
are thinking of?

And who has the right to say, this is a not constructive critisism?

Recently there has been some speculation about how and to whom the PMC 
has made appointments to positions.  So far, these have been:

- Qa Managers: Hb and Pev (still pending)
- Site Manager: Bigteeth (accepted)
- 2x Core Team Lead: random (accepted)

There is reason behind them, which is neither nefarious nor underhanded. 
    These appointments are based on those people taking assertive 
action, especially in the past few weeks, to help get Xaraya moving 
again as a project.  There is no financial motivation whatsoever behind 
any of these appointments.  They are based wholly on merit, ability, and 
recent display of interest on the part of the appointees.

Anyone's local government corruption is not apropos to Xaraya in any 
way, shape, or form.

The PMC welcomes constructive critisism, productive discussion, input, 
and feedback.  However, public statements which impugn, denegrate or 
disrespect the actions or intent of any community member, PMC or 
otherwise, will not be tolerated.  Anyone who intends to:

- generally agitate or instigate
- sow dissent, discord, or mistrust
- be belligerent or obstructive
- make baseless accusations based on assumption
- deliberately withhold information when it is asked for

is now advised to read the Code of Conduct again:

*Those who feel they can not or will not abide by the Code of Conduct 
are no longer welcome in the Xaraya community.*

Further communications from community members will serve as implicit 
acceptance of the Code of Conduct.  Community members are to expect 
their statements and actions to be judged by others, and to challenge 
statements they deem contrary to the Code of Conduct.

Also, much of the mail list traffic, both recently and historically, has 
concentrated on very small issues.  This phenomenon is known as 
"bikeshed" (http://bikeshed.com/).  Community members are advised to 
carefully consider whether their contribution will move a topic forward.
