Xaraya header response (bug 1155) +additional changes

Update: 2 additional files for tweaking have been included in the Bug Report

Further, the related Forum Topic also contains some Template changes for the Base modules Error Templates;

This should mean that any error in xaraya will send different Header() resposnes other than 200's - thus confirming more closely to standards and helping prevent Search Engine issues.

If anyone has some ideas on how to cause the various Errors in Xaraya;
(Cycling, recurring php errors, something that uses EOD/EOM etc.) Plese, do test and let me know if hte header resposnes are 503.
(I have no idea how to cause such errors, so am unable to test properly.)
