PHP 4.4.7 will be required for Xaraya 1.2

After reviewing not only the 1.2 roadmap and the PHP4 changelog, it has 
been decided that the minimum PHP version required for Xaraya 1.2 will 
be 4.4.7.

That version was arrived at after considering not only what is required 
for items on the roadmap, but also how Aruba can gain stability from 
upstream fixes in PHP, especially fixed PHP bugs related to string, 
date, and locale handling.  Other factors were a correction in MySQL 
driver behavior and a fix to prevent corruption in binary form data.

PHP4 changes after 4.4.7 are few, and none seemed to impact our 
stability very much.
