Looking at the importStylesheet() method of the XSLTProcessor class in
PHP I had expected that to support multiple stylesheets, but the first
comment suggests it does not.

If that code still does what that comment says, dynamically loading of
tag fragments will be a bit harder, meaning we'll have to construct
something like an XML fragment reader to dynamically build the XSL to
include at a given point. 

Reading back your original message it sound like you are already
dynamically including tags, just not conditionally?
