Please resolve the DDF issue

About six months ago a hue and cry went up because I removed the DDF 
copyright notices that sit at the head of almost every PHP file in the 
Jamaica codebase. Responding to the concerns on the mailing list I 
reinstated them some time later, with the request that a resolution as 
to the status of the DDF (I won't go into the details here) be found 
within 6 months.

The news since then has been disappointing. I have asked the PMC for 
updates on this issue several times since (they were never offered), and 
as far as I am aware, nothing has happened beyond some sort of agreement 
in principle between those tasked with the issue.

I'd therefore like to ask again that this issue be resolved speedily, 
and that there be more official communication on this and other project 
issues.
