My understanding is that the next release of 1x will be the last except 
for future bug and security fixes, which are expected to continue. So 
there will be (minor?) pushes to the 1x line for some time.

In light of that I guess there is no perfect time when to create a new 
line. We can do that anytime you want. Just let me know a name for the 
line and when you want it. We can also arrange for periodic propagation 
from the 1x line I would think.
