Work on RFC started and in repository

I've committed a changeset to the repository which creates a new directory 
in the repository: /docs/rfc

It contains the necessary files for writing RFCs in a structured way using 
a simple xml format. rfc0000.xml can be used as a template for that and 
contains comments what should be filled in.

rfc2629.xml is basically a manual for writing with this xml format and
xml2rfc.tcl is a utility to convert the xml to html or text format.
The format is compliant with the format which is used by the ietf, so we 
can use the same process for them.

I've prepared a little php script which allows you to use the utility in a 
web form, I will submit this to the server team so they can find a place on 
the dev site to make it easier for people who don't have tcl avialable.

If you have a clone of the repository and type make in the /docs/rfc 
directory all rfcs will be made in both html and text format. (currently 2).

I'd like to stress that it is more import *that* rfcs get written and 
appear in the /docs/rfc directory than that they comply with this xml 
format. It makes life easier though (at least for me it does). 

I'm looking at the old rfc-site to see what it takes to convert the rfcs 
there to this format. They need to be reviewed anyway.
