It will go there eventually, but no it isnt there now.
Im writing it in openoffice for now just because thats easiest for me.

The styleguide needed writing and so anything to make that happen 
quicker was good. It will eventually be an article on xaraya.com though 
(or a series of them, since it could be quite long).

The target audience for it is more module and theme developers than users.
It explains how some of the xaraya classes work and some of the best 
practices to follow - like don't use tables ;-)
It currently also covers translations and accessibility but I might 
split those into different docs by the time I'm finished.
