Some Category privileges qns

QN 1:
I have given Users ACCESS_EDIT news articles so that users can Submit news
articles. But the Categories selection, to which categories to place the
articles in is not shown. So, everytime I have to login as Admin and
select which Categories to place the article.

how do I allow users to select which categories for their articles? ie how
do I set the category privilege (which component & what Access Level) ?

QN 2: 
In privileges, module: Categories, Component: Link
what does the Component Link means?
Also, when I click on the "instance wizard link", I get different errmsgs,
eg
"Fatal error: Maximum execution time of 30 seconds exceeded in
/home/sites/site34/web/includes/exceptions/systemexception.defaults.php on
line 76"
and other errmsgs

the wizard link points to
