Quick question about XTweed

The XTweed installation comes with only default.xt in themes/Xtweed/pages
folder. However, when I am logged in as an Administrator, I see the admin
menu on the right side of the page that looks exactly like the XTweed theme.
Even though there is no admin.xt in themes/Xtweed/pages folder. So, I'm
wondering that:

1) Howcome the admin menu has the same theme as XTweed with the admin.xt
missing?
2) Where is it specified that the admin menu should appear on the right side
of the page (as opposed to left e.g. in Classic_Xaraya theme)?
