sorry, I was trying not to be blunt.

var is a system directory for storing rewritable system data, all 
rewritable system data, not stored in the database, should be under it.

site directories should be under the system var directory.  The idea of 
making them configurable independently and movable all over the place 
offers little value and makes xaraya unnecessarily messy.
