Right, but that screen shot seems to show exactly how the admin panels work
(via a block).  Granted they are not finished, and there is still
functionality that Andy is working on (and I am copying for the main menu;)
but the end result should leave all of the links for the admin in a block.

Perhaps though I am completely missing your point though:(
