There is a themes module.
It will allow variables like the font colour etc... to be changed.
It will not allow you to edit the actual theme files themselves - I'm not
sure how useful or wise it would be to do this anyway. Changing themes is
not something many sites do often.
The current plan is to eventually produce some plugins for DreamWeaver
that should make editing BL themes very easy using that product.

Remember that with the presentation abstraction of BL, the admin would
only have to look in his own theme directory - he/she wouldnt need to dig
through all the site code.
