None of those links are of any use.
The mailman one claims to already work so - does it?

I need some way to specify the encoding for a specific newsgroup and a
specific mailing list.
That mailman page was about translation efforts and I dont care about that
- the web interfaces are staying in english, its just the encoding we need
to change.

I had a look on google and on the INN website. And I cant find anything.
SOme of the posts here have worked - why only those few?
WHats special about those ones?
Once you know why they worked I suggest you stick to doing whatever
worked as I have very little hope that we will be able to change the
encoding type for the lists/groups.

Sorry but NNTP is an old ascii system and doesnt support fancy things like
double-byte fonts.
