An update:

Upgrading to core 1.1.3 didn't change this behavior I describe below. I'm
also using the stock hook templates unmodified and UTF-8 encoding.

When I check the debugging option to print the template names in the email,
the template names don't have spaces inserted while the subject line and the
body of the email do.
