I don't know if this is relevant to the problem at hand, but one thing 
you'll need to do is make sure you update the xar_location fields in the 
xar_file_entry table to reflect the new path to the files (assuming the 
path is different on the new server).  Just changing the config will not 
retroactively re-set the paths for the existing files.   The other thing 
you need to do, of course, is make sure you've uploaded the files to the 
new server.

The 'open_basedir restriction' part of the exception looks familiar to 
me.  Pretty sure I've run into that.  You might want to google that.  
Google xaraya.com when it's back online.  And/or search the old listserv 
posts.
