There's no custom code involved.

To reproduce: With a recent version of ZMS (e.g. 2.10.4-25), set up a
new ZMS site, e.g. myZMStheme32 and 'with default content'. When I go
to the home page of the instance and open up the small icon "screenshot
of the ZMS management interface" included in the default content, the
popup window has scrollbars (cf. the attached screenshot).

Up to 2.10.4-17, this was not the case.

Again, this is the behavior of a vanilla ZMS installation without any
custom modifications.
