how to give xml import rights?

Hello.

I have a problem with setting rights for xml filter import for  
ZMSEditor / ZMS Author.
Although the roll (Redakteur) is marked in the filter configuration,  
users of this group dont get the fieldset for import !
only exports are visible ... (here the configuration works !?)

do you have an advise what to do to give a user with roll = Redakteur  
the right to import xml files?

system details:
ZMS: ZMS 2.10.4-34 (Build #129d)
ZOPE: (Zope 2.10.4-final, python 2.4.4, linux2)
PYTHON: 2.4.4
