Dear Developers,

in my ZMS (2.12.1-16) with activated history and workflow, the objects 
don't increment the minor_version by changing the content. It turns to 1 
at the first change and stays there until the object is committed and 
goes to 0 while the major_version increments.
Is it a bug?
