No sitemap for ordinary editors?

Dear ZMS-Devs,
we switched from ZMS 2.11.1-65 to ZMS2 2.13.4.1978 recently.
There were some sideeffects. Luckily most of them were positive, but
there are also some which users complain.
One of them is, that ordinary editors do not have the permission to
view the sitemap (left column in ZMS backend). They have the tree
symbol beside the trashcan, but if someone clicks on it, he/she gets
asked after the credentials.
Is this a bug, or are there any reasons for this?
