Adding a new language

Hi everyone,

I have setup Compiere successfully on my computer and now I am trying to
add a new language to the system. The first step is to run the window
Language to add a new record for our language with the following
information:
	Client: System
	Org: *
	Language: vn_VN
	Name: Vietnamese (Vietnam)
	ISO Language Code: vn
	ISO Country: VN
	Active: checked
	System Language: checked

Then I saved record and I got the following error:
	Error: dataSave - MultiKey Parent AD_Language_ID is NULL

What is the problem here? Do I miss any step before adding a language
record?
