Ubuntu ccache version?

Hi,

The ccache version included with Ubuntu (and Debian), claims to be 
version 3.1.9, but it doesn't look very similar to the upstream version.

In particular, it lacks the -o and -p options, and appears to handle the 
config files very differently.

What is the relationship between the two "editions", and why are they 
different?
