Can distcc be used? Yes. That works fine for me. I built the above files using distcc and got errors that showed > "hello.d: no such file". I can't reproduce that behavior. Which distcc version are you using? Which version of distccd is running on the server? What is the exact distcc command that you (or your Makefile) ran? And exactly where did you expect the ".d" file to be?
