Time for a new release?

Hi folks,

It's been over 2 years since the release of distcc 3.1. Is it time for
another release? Even if there's no new features, doing a 3.1.1
maintenance release will get bug fixes on trunk out to users.

Without a new release, most Linux distros will just continue packaging
the "latest" 2 year old release.
