Did you get them from here:
http://www.gnu-pascal.de/binary/mingw32/
or here:
http://www.gnu-pascal.de/binary/cygwin/

What you need is the "with-gcc" versions, which come with the necessary 
gcc environment for the Pascal compiler to work. 

Also, do you really need Cygwin, or do you just need a Windows GPC 
compiler? If the latter, then you should use the Mingw version.
