Uhm.. in what point of view?
Filenames? I think filenames are just "raw strings", the OS doesn't care 
about them at all.
It is the console program that should care about how to display them, 
using the current default.

I'm not a WINE suer myself, but I think that WINE in Linux/FreeBSD is 
like CygWin in Windows: a neat workaround, but still a workaround.
Could maybe ease the work (permitting to use both Win and normal UNIX 
calls), but I think the "target" is not to use it.
