I've tried building a few applications using Orbacus and running them in WebLogic to see if I could reproduce what you are seeing. Unfortunately, I haven't (so far) been able to duplicate the problem on my end. I checked with the libraries contained in WebLogic to see if they include a version of UtcT that does not have the 'time' member but it looks like they support it as well. Which versions of Orbacus and Tomcat was the servlet originally built with and is this the same version of Orbacus you now use to run your application? Also, which libaries are in your classpath when the problem occurs? Are they the same libraries that you have when running the application in Tomcat?
