I should have recognized this error message the first time I looked at it. It looks like you are using a pre-4.3.0 version of the "jidl" binary to compile the 4.3.0 version of Orbacus for Java. I was able to reproduce your error by using the 4.2.2 version of "jidl" with the 4.3.0 source code. The "UserExceptionBase" definition was added to "Messaging.idl" for Orbacus 4.3.0 and required updates to the "jidl" compiler to work properly. Once you get the latest version of "jidl", you should be okay.
