This might help you.

1) Rightclick on your judoka project and choose proporties from the
menu.
2) Select "java Build path" to the right
3) Click on the "add external Jars" button
4) Browse and select "controller.jar" from the lib directory in the
webots dirctory.

This should include the webots api.

If you want to compile into your Judoka0 directory in webots you can
execute the batfile (namned something like makeit.bat)

javac -classpath "C:\Programs\Webots\lib\Controller.jar;." -O *.java

echo OFF
xcopy . C:\Programs\Webots\controllers\Judoka0\ /E /Y

1) place the file in your eclipse project folder.
2) click on the run button and choose "external tools" from the menu
3) click "add"
4) Location should be your project folder
eg: "C:\Programs\eclipse\workspace\Judoka\makeit.bat"
(if your project is namned Judoka)
5) Working directory is: ${workspace_loc:/Judoka}
6) compile by choosing the script from the run menu, the judoka
files will then be copied into your webots directory.
